You are clever :).

1. No reason not raising 3c.

2. I don't understand why east bids 2d , not 2H? I think his H is better than D. (I think X here will be better)

3. But it seems e/w can make 4h.....

Default bid for North is to raise due Law to 3.

After likely simulation it decided not to bid it at the moment.

East simulated too not to pass but to bid, 2 ( promising 6+ ) is not that bad as with promised 6+, the level might become not so competive with lousy hand.

Anyway, Double from each E and W is penalty, not t/o so E can't use the double here as E already declined the chance to have penalty length in clubs.

So both North and East simulated a bit, and North simulated twice , second time pass is likely after devaluate the Kx as it would be in dummy's.
