Did my bid not show what I intended for it to or did it actually just decide not to correct from 3NT even with a known 9-card major? If it will not correct with this sequence, what I can bid such that it will?

With the secure double stop it probably thought 3nt was safer/better scoring than 4h despite the 5-4 fit. Avoids scenarios like stiff spade lead, sa, s ruff, ca spade ruff. Avoiding the club lead, it looks like you got a great MP score. If you want to force it to play in hearts you can always bid 3d instead of 3nt.

This came from simulations, the book bid is 4♥.
There were a number of hands in the simulations where West has a singleton ♠, so the opponents get ruffs when you play in ♥, while you make lots of tricks in NT.
