If, over 2♦:
2♠=12-16 total points, and
3♠=17-19 total points,
why isn't 4♠=20-22 total points?

Does the robot bid 4S with a minimum HCP count but 5-6 in the blacks? I know humans would.

Book bid for North is pass over 4♠, but supposedly could become interested in better shapes and after simulation.
