What is my bid over 2♣ in GIB? It seems both 2,3, and 4 ♦ are natural bids and if I bid 2♠ it thinks I have 5♥ and insists that hearts are trumps.

Don't start that way- bid 2♣ over 1♣.

That denies a 4-card major, so you could easily miss a heart fit. 1♥ is the correct first bid.
If you bid 4♣ over 2♣, GIB will just bid 5♣.
I would probably bid Blackwood, GIB will show his one ace, and we'll play 6♣. It's a 50% slam (it just needs the ♠ finesse), so not a bad contract, but it doesn't make this time.
GIB would bid 3NT with the South hand!

If 2 diamonds is a forcing bid with diamonds, why can't 3 diamonds or 4 diamonds be a splinter?

I agree as you don't really need so many different natural diamonds bids that 3 or 4♦ being used as a splinter would probably be more useful.
