What does GIB say the 4NT bid shows?

I suspect it is some large amount of HCP and North GIB is doubling based on what partner showed.

Despite it has huge fit in hearts, the vulnerability looked better to defend for -1/-2 instead of bid 7♥ for -1/-2.
