GIB has a formula for deciding if the total points and suit texture are good enough for a 2-level overcall. Add a point or change the ♦10 to J and it would have been good enough, but the actual hand just missed the cutoff.

Although the 2♥ bid claims to show 11 total points, the requirement for making it is just a twice-rebiddable suit. I suspect the assumption was that simulations would weed out the ridiculous cases like this. In my test, 7 out of 11 sims did that, but obviously not the sim used for the tourneys.

So, does this mean there will be a change in criteria for the bid, or a description change to match the actual existing criteria, or do we like it the way it is?
