Why isn't 3♠ simply a competitive bid, or maybe a game invitation? 19-20 seems unnecessary.

not sure but it seems that 3s if 19-20 must have been a slam try across from 10-12 tp.

3s=slam try
4s=game, dont bother to invite across from 10-12 TP?
which means you must pass and let pard balance here?

I agree with competitive, game invite should be via double.

Looks like bug, which ignores the voluntary jump to 2♠ from none-passed hand. If partner was initially passed ( which doesn't change much the 2♠ meaning ), it handles, showing more accurate meaning of 3♠ which is 13-15TP and 4th♠.
It will be fixed.
