Is this takeout double "normal" by today's standards?

It isn't, it's one of the things to be fixed in the next update.

Although looks normal if the opening was 1♣

Even over 1♣ it's a little aggressive. Colchamiro has a simple guideline for takeout doubles of opening bids: Your HCP should be at least 10 + cards in opener's suit. So with singleton, you need 11 HCP.
