Should be penalty IMO, with 4NT available for takeout. S in the hand diagram is more than a little light given half his points are in spades.

This bid shows "cards", which is expert-speak for "I have a max for my previous bidding", but not enough to take action on their own.

GIB thinks it needs 11 HCP and 12 TP to bid 4♠. I think we should lower this when it has 4 card support for partner. Most humans would bid 4♠ with the South hand.
