Yep 4H, I would often X then bid 4H with this shape but as our hearts are playable opposite a stiff I'm fine insisting on them

Canonical 4H. More worried of missing a slam than going down.

A good rule vs preempts is KISS: if you have a 1-suiter, bid it at the level you want to play.

I'm not so sure about this part, I expect to go down a fair percentage of the time. South's bid is really wide-ranging, from utter garbage to quite decent, so it wouldn't shock me to have partner put down a rotten entryless dummy and be forced to play the whole thing out of my hand.

That being said, of course this is an obvious 4H. No reason not to make the best descriptive bid.
