Why is my 3♥ bid limited to 13 total points? What should I have done differently?
PS: "3- S" sneaks into the 3♥ explanation instead of "3 S".

Thanks for reporting. It's a bug reflecting on both Redouble and respectively 3♥ call. Fixed in next update. Will show appropriate information.

The reason your 3♥ bid is limited to 13 points is because partner made an invitational bid, and you didn't go to game or make a game forcing bid (e.g. 3♦).
GIB says that with your hand it would have bid 3♠. That's also an underbid, since it's limited to 13 points as well, but there's a "bail" rule that gets used when you don't have a fit and can't bid 3NT. The rules for bidding game in a Moysian try to avoid being used when it's a jump, so this bail rule ends up taking precedence.
