All human Souths bid over 2♠. They didn't agree on what was right (and it's not clear to me either), but passing is pretty feeble.

- to proceed with 3♥ GIB needs 4th ♥ and 9-12TP. GIB has the points, but doesn't have 4th support to bid it.

- to proceed Double 2♠ GIB needs 4+4+ in minors (9+ TP).
- to bid 2NT requires 12-13HCP.

So just the not quite convenient hand. In some simulation GIB could find 3♥, just here it decided not worth with balanced hand.

Partner also didn't double 3♥( good raise by West ) so would be quite risky now for 4♥.
