What, you've never seen your partner make a penalty double before? 
2♥ for now. Partner is likely going to do something like bid some number of NT, or maybe 3m. It looks like there are some spades in partners hand obviously.

2 of whatever you agreed to show if 4:4 - major or lowest. Partner probably has 4-5 spades, and more than 14 HCP, so I expect some number of NT is coming.

BBO SAYC plays 1NT in the balancing chair as 10-14 HCP and 2NT as 18 to 20 HCP.

If partner is going to bid like that, then the main advantage of reponding 2♥ is that you get to play in a 7 card fit game at the 4 level rather than the 5 level.

Missing a 4-4 heart fit at matchpoints is likely to be a disaster and there's no reason (that I can see) to assume that partner has more clubs than hearts. Even in the best case where you catch partner with 4 clubs and only 3 hearts, you might only break even by playing in clubs.
Also, if you bid hearts first and they compete in spades, you can bid 2NT to ask partner for a 4-card minor. If you bid clubs first partner will never play you for a 4-card heart suit.
