Was this a basic or advanced robot (robots in tourneys are advanced)?
GIB does play responsive doubles, but it seems to be very confused about them. Sometimes it uses them when it shouldn't, and vice versa as in this case.
If there hadn't been a 2♦ bid, the normal way to respond to a takeout double with 4-4 majors is with 1♠. This way, if the opponents compete, you can bid 2♥ on the next round, so you don't have to reverse. But this doesn't apply in this auction, where you're already at the 2 level, and responsive double would solve the problem.
As for the defensive heart play, GIB usually plays equivalent cards in random order. I don't know how East figure out that it was supposed to give its partner a ruff -- maybe it determined that this was the only reason it switched.

I'm not sure why it ruffed the club winners.
DD analysis shows that it could have made the contract if it hadn't played the second round of hearts, but instead started drawing trumps and setting up the clubs. This works because the defender with short clubs has long trumps, so it would be ruffing with natural trump tricks, and they wouldn't be able to ruff hearts with the short trumps. But I think it was instead trying to cross-ruff.

Here's another board where GIB misused responsive double, in a Robot Rebate tourney:
The description is incorrect (it *should* show both minors), and that hand doesn't match either the description or the standard meaning of responsive doubles. What's wrong with bidding the 5-card suit?
Then I ended up defending based on the assumption that North had diamonds, so I gave away the setting trick on the opening lead.

I had auction where

pass pass (by me) pass making 5
it was not a penalty double, so i guess is plays responsive doubles
