Isn't a 20 count a bit heavy to be just rebidding 2C? East also butchered the play, I thought I did well to beat 6C at my table lol

It's a tough situation. 3♣ needs another club, 2♦ (the bid it was planning to make) is not available any more, and 2NT should have another spade.
A human would probably bid 2NT, but GIB hates to bid NT with a singleton, even in partner's suit.

I think it plays that the cue implies support.

A similar problem also occurs here:
After 1C 1S x p 2C, this 2C shows 4 +C, 12-22 points, which isn't playable at all IMO.

Can you provide an actual hand where that explanation was given? That 2♣ bid should be limited to 16 total points, just like the one in this example is supposed to be.
