Really conservative LHO?

Balanced 15 count and LHG didn't even raise his partner's 1NT opening to 3???

If I remember correctly, for awhile GIB would pass with 16+ HCP over 1NT, and they said it was corrected. Now it's just balanced 15s :)

I remember the bug where it passed big hands over 1♦, not over 1NT.
