GIB did open this one in fourth seat, at all the other tables, where GIB was North.

The first one should be considered an opening bid in any seat as mentioned above, but it's a bit unfair to compare it to that second hand with the four kings because the latter has not only 12 HCP (so "definitely" an opening bid) but also only 6 losers and an easy rebid.
