Another 5M sequence

I suppose I could have made things simpler by responding 3N initially, but the description says 13-15 and I have 16, and I'm anal about these things. So...

Why would North bid 2NT here? The description says "4-5H; 5-6S; 11-21HCP; 12-22 total points; forcing to 3NT". So, GIB is denying having more than 11 cards in the majors? Says nothing about having the unbid suit stopped? Doesn't restrict his hand any more than the original bid did with 12-22?

Maybe 3♣ was unnecessarily screwing around, but I hadn't yet given up hope of a slam, since partner could be up to 22. North's 3N is explained as "4-5H; 5-6S; 11-14HCP; 12+ total points; partial stop in D". Txx is not a partial stop.
