I don't think GIB knows how to find no-loss plays. It would have to deal out all the billions and billions of combinations of opponents' cards and simulate the play of each of them.

Nah - for a start, use of "touching cards are equal" and similar rules would cut down the number of possibilities quite significantly.
Besides, in a situation like this, you say
- 3 trumps left, i have KQJ10
- assume the worst, I need 3 to draw trumps
- thus I can afford to use the K/Q/10 to ruff
- ruffing high never loses, whereas ruffing low can
- therefore I ruff high
It's only when GIB suspects he might lose trump control or whatever that he needs to start simulating.

You're talking about replacing its currently simulation-based algorithm with artificial intelligence. That's a complete redesign of the program.
