It depends. How quick?
Certainly the alerter can be to blame if the Pass was in normal tempo. But the damage is not great: there is late alert, the passer has been misinformed, and can change his call.
But there have been cases where the Pass was quick, or the passer might have been expected to give the time to see if there was going to be an alert, and the late alert was deemed to be in time (consistent with the requirements of the alert procedures) and so not misinformation.

What is the problem?
Provided that the partner alerts before RHO (!) calls LHO shall be allowed to change his pass, and that is all there is to it. (Except that there might be UI considerations for the alerting side if the alert was unduly late.)

LHO only gets the chance to change his call if there was misinformation (21B1a), which includes "failure to alert promptly where an alert is required". The question becomes one of what is considered prompt. If the pass was before bidder's partner had a reasonable chance to alert, it may be appropriate to rule that the alert was sufficiently prompt that LHO does not get the chance to change his call.

That is not correct if the call was too quick for an alert to be made. Then it becomes the player's own fault. As noted in a later post, MI is failure to alert "promptly".
