Why Bid Game or Slam (when you can double a partial)?

I'm curious to know what North's double is supposed to communicate. According to the system notes, my 3 bid showed a stiff at best. Does North's double somehow tell me that it has 6 cards in my second suit? 6 is an excellent contract that fails only because of the 3-0 trump split. North is the one in possession of the information that indicates that we should be in a game or slam, not defending a doubled partial when the opponents have a 10-card fit (based on my bidding). So why the double?

The double is marked as "forcing to 3NT"... still a nonsense call, but I think GIB isn't expecting you to pass.
