Obviously East, because he forgot that transfer responses are standard in this sequence, if nothing is agreed.
Since this is an individual you can't agree much so East should have sticked to the standard.

Having been away from the game for over a decade, I occassionally need a reality-check. East says "I described my hand and you said spades would be better". West says "I didn't know you had THAT many hearts".

40% west, 60% east. east should double before bidding hearts to let his p get his suit off his chest - otherwise it's unreasonable to expect him not to bid an unbid major imo

I'm with mgoetze here in not understanding the question. This does not literally mean I don't understand the question "who is to blame", rather I cannot imagine why there would be a question of who is to blame. Afaik, 4 shows a desire to play 4. Communication by email and postings can lead to mis-communication but I would assume that pretty much all of the responses are based on a similar view of 4 and so there seems no reasonable answer to the question. Sort of "Ok, I'll go along with the gag" answers. Or else, I really just don't understand the question.

Don't play in indies if this sort of thing upsets you.

Obviously West is to blame, East made a normal preemptive overcall and West doesn't have anything to add so he should pass. For some reason he bid 4 on a 4 card suit, perhaps playing Kickback RKC (in which case East gets some blame for passing a forcing call)?

I don't understand this thread. East preempted 4 and, for some reason best kept between West and his psychiatrist, West bid 4 on 10xxx.

Is there something here that is not obvious?

And what does 2/1 have to do with this?

for scores worse than -1100 the blame goes to however did not have a last call of "pass" especially in Individual tournaments :)
