For 3♣ Bid definition says: Preemptive. 7+C, 5+8421hcp in C, 6-13 total points.
This similar bid definition is for 3♦, 3♥, 3♠ also.
There is something wrong in HCP.
For 4♣ bid definition: Preemptive. 7+C, 9- HCP in C, 3+ total points.
For 4♦ same definition.
Should total points be higher than HCP?

Total points are HCP + 3 for a void, 2 for a singleton, 1 for a doubleton.
8421 Points are 8 for an Ace, 4 for a King, etc., so 5+ means KJ or better (with a lonely ace counting as better).
9- HCP means 9 or less.
