What's "rebiddable"?

The words "rebiddable" and "twice rebiddable" come up fairly often in the explanations of GIB bids. What do they mean? How does the spade suit held by north in this hand qualify as "twice rebiddable"?

In the same auction, the explanation of 2NT includes 5-H; 5-S. Shouldn't it deny support of either major?

I've also seen "biddable", which in that case meant Txxx...

GIB's hands often don't match the descriptions. Sometimes it's because there's a mistake in the description, other times I think it's because GIB has switched from using the bidding database to simulations, and has decided from the latter to make a non-book bid. This seems to be the frequent case when it pulls NT.

this come up often. GIB will keep bidding a suit and if you try to deny it you will end up in 7.

this has happpened to me more than once: open 1 club, GIB 1H you bid 1S GIB 2H you bid any futher and GIB will keep bidding those hearts.
once GIB bid 3 TIMES with K9xxx (and I had a void - 4H did not make)
