Sitting South I passed 2H thinking game was unlikely opposite a passed hand, when in fact 4H is an easy make. It appears GIB thought its cards were too good for a weak two but not good enough to open 1H. Is that right? Comment on my bidding mistake if you like, but I'm more interested in understanding why GIB passed with this hand.

GIB's 1st & 2nd seat weak twos are made if and only if the hand has

6-10 HCP, inclusive
Decent suit
No side 4 card major
No voids

So there are definitely hands that aren't strong enough to open 1M that are not suitable for a weak 2 bid

I guess that's the real question: why doesn't GIB open 1H with this hand? As I understand it (admittedly a limited understanding), the reason 10 HCP is the upper limit for a weak two bid is that a hand with 11 or more and a six-card suit qualifies for an opening bid, not an artificial constraint that forces you to pass when holding 11 HCP.
