Unfortunately, there are lots of explanations like this.

The Capp 2♦ showed 5-5 majors. Then it bid a natural 3♦. So this ostensibly shows what it said.

But GIB sometimes deviates from the explanations, because it can't find a better bid (humans do this, too). Obviously, one of the suits is shorter than the explanation says.
