2♥ is explained as 4+H; 10-12 total points.
2♦ is explained as 13+ total points.
3♥ is explained as "biddable H". Nothing more.
DoublerGIB passes a 3♥ response holding QJxx, Axxx, Q, Axxx. So, GIB is expecting the 3♥ bidder to have a weak 2-type hand?

You already have a way to invite (2♥) and force to game (2♦ followed by ♥). Why do you think 3♥ should be forcing rather than preemptive?

I should add the other options:
2NT is explained as 2+D; 4-H; 4-S; 11-13HCP; stop in D.
3NT is explained as 2+D; 4-H; 4-S; 13-17HCP; stop in D.
Between the 10 Souths, we made all 6 of those responses. I bid 2♥, although on another day I might select 2NT.
After each tournament I review all the results, to see if I can learn anything. I knew it wasn't appropriate for this hand, but I hadn't thought about what 3♥ would show in this sequence. So, the purposes of my post here are (1) to ask what the 3♥ bid was actually showing in terms of length of hearts and strength of hand, and (2) to request that GIB's explanation of the bid be modified to include the answer to that question.
