Is it maybe not GIB's style to support immediately with a fit? I doubt this is a definite bug.

That said, North should really pass 2.

It's a major error to open south's hand in a best hand tourney. Non-vul you are at least an ace short.

It's wrong to open it in a Robot Race/Reward tourney, but not in robot duplicate.

The scoring was total points so it seems to be robot reward.

At least an ace short? I wouldn't open that hand but add the J and it would be close for me. But Josh is the Best-Hand God so I should take his advice I suppose.

South should not open, North should pass 2 or if he (it?) really needs to bid then 3, besides raising hearts in the first round is much better.

Once North found the 2 bid I think South may consider 3.

Not to mention the thread title.

You're not vul, playing in a partscore is death. And overbidding and going down (maybe in a partscore!) is more death.
