RHO passes (bids undiscussed), you complete the transfer, and LHO doubles for takeout. RHO bids 2S. Would you ever compete to 3D here? If so, could you ever be tempted to compete at these colours if the 1NT was weak?

I think I'm always bidding ♦ here. Partner should often have 5 ♦s, and even if he's broke ♦s should be a good save.

At unfavorable I think 3♦ is insane. Way too easy to go for 200 here, and even 5 and 8 aren't out of the question, esp. if partner is on like xxx xxx xxxx xxx. Plus, who says 2♠ is making?
At equal I would rarely bid 3♦, much more rarely still if 1N is weak.

I would probably jump to 3♦ the first time. Unless your opponents are a very good long-term established partnership, there is a good chance they won't know whether pass is forcing, or whether double is takeout or penalty, or whether a new suit bid at the 3-level is forcing.
Of course, even when they have perfect agreements over 3♦, it will be tougher for them to get to the right spot.

I agree with this you are essentially "LOTT protected" with a 10 card fit and I suspect that 3♦x will make a lot of the time while making life difficult for the opps.

Agree with 3♦ immediately. You won't get to play 2♦, doubled or undoubled, when opponents have only 3-4 diamonds.
Also, if partner is going to run routinely with a weak balanced hand you should change your methods because usually he'll be 4432 and want to find the best suit at the two level.
