Does it matters whether 3♦ is preemptive or mixed or limit?

1N is 15-17 and 2♦ shows majors.

In this situation, opener will almost always have a weak notrump in which case we tend to have half the deck or more. So we want to balance with our appropriate shape, despite the lack of values.
If 3♦ is a limit raise then opponents often have "almost game values" without a great diamond fit (with a great diamond fit they might've bid game anyway). This is a bad time to balance.
If they play weak notrump and 3♦ is weak, then opener often has a strong notrump and again they frequently have "just short of game values" and a lousy diamond fit.
