At neither vul I'd open 4, at only our side vul I'd open 1, and at both vul I'd choose between those but probably lean toward 1.

Surely that must depend on what partner expects for a 4 preempt. If partner expects this much and does not dive then we should be ok - at least on average.

For me this is 4 we expect a little more for 5. Although I wouldn't mind too much if partner chose 5 but she knows I might raise to six.

Perhaps a good strategy is to open 4 and doubling 4M to say "I want to bid 5 but I'm xing 4M just in case".

A 5 opener usually just gets doubled and we probably donate 500 - which may bad or it may be good.

I could open 1 but then I wouldn't know what a 5 rebid looks like. Oh wait....
