I would X (support) and cue 3♦ on the next round. If partner has a completely useless hand we (he
) will go down in game. It has happened before and it will happen again.
BTW: What was the form of scoring and the vulnerability? Vulnerable at IMPs, I think 3♦ is obvious. At MPs, I could understand a conservative pass.

Dbl, not only because it's support, but because it's the only useful call: 3 cards in the unbid suits, no stopper, no other call available. When 2♥ comes back I'll bid 3♦.

Good solution to an awkward problem.
I think doubling and raising implies a hand of about this strength (I'd cue with a little more), approximately this shape (no 2♠ or 3♣ call), and no ♦stop.

In a style where partner virtually never responds with less than six, I can see doubling and then going straight to 4. Yes, there is a chance it will go down. Going via 3D is as practical as anything else.

Partner will bid 2♥ any time he wants to play there opposite a weak notrump, so couldn't an invite be quite a lot weaker than this?

Of course double. Over 2♥ I'll bid 3♣. It's the same invitational strength as 3♥ but I don't see why I should force us to what can easily be a 4-3 fit when we might have a 5-3 or 5-4 fit in clubs. If partner has 5 hearts he will go back to 3♥ anyway (except maybe with 3+ clubs). If he has 4 hearts and is so weak he won't accept my invitation then I think 3♣ will usually be as good as or better than 3♥, maybe even if he has a singleton club.
The same high cards but 3334 would be a real nightmare, I guess I'd be confined to try 3♥.
