I would guess "double". don't you first have to know what 3c is?

My normal agreement is that such doubles are penalties at the 2 level, takeout at the 3 level regardless of whether 1N or 2N was opened.

Then I'll make a tricky takeout double of 3.

Pass is not even suggestive of being forcing after a 3-level overcall of our 2NT. Opener will reopen only with very specific hands.

Even if double for Stayman is more frequently useful than double for penalty, I will suffer that loss to send the message -- our opponents don't get risk-free bids.
