Scoring: XIMP

Two auctions were common:
(P)-1♥-(P)-P
(1♠)-2♥-(3♠)-all pass
and
(P)-1♥-(P)-P
(1♠)-3♥-(3♠)-P
(4♠)-all pass

The jump raise to 3♠ is described as 4+S; 4-8 total points.
The competitive raise to 3♠ is described as 3+S; 12-15 total points.
GIB understands the 2♥ bid to show 6+H; 15-22 total points.
GIB understands the 3♥ bid to show 6+H; 20-22 total points.

(1) West's hand doesn't fit the jump description.
(2) The competitive raise shouldn't really require 12, should it?
(3) If South's jump shows the stronger hand, shouldn't 2♥ be 15-19?
(4) How many players would really have passed the East hand in first seat?

West hand is worth 12 total points with spades (9 HCP plus 2 for singletons, at least 1 for length) and I'd say its close. East definitely should have opened- is GIB conservative? What does GIB say for 3♥ cue bid with passed hand? This is the hand for it.
