That there was more than one possible action available. As to interpretations of the possible actions, that's a bit harder.
The Xer, without the huddle, should IMO have either had a penalty pass of 1 spade, or a hand too weak to bid a 1N overcall, but with that general distribution/strength location. Partner will tend to take out the double with a worthless distributional hand, and leave it in/lead spades with some values.
