Enough to DBL?

Scoring: MP

(2!)-DBL!-(2!)-??
 
2=weak with both majors or something strong
DBL=interested to DBL for penalty in one of the majors
2=preference for
 
Two questions:
- Is this hand strong enough to DBL for penalty?
- If strong enough: do you DBL?
 
(My RHO did take the 2 bid out of the bidding box. His partner could not see what it was and that started me thinking the above. But RHO did put it back and passed, so I did bid 2).

Strongly disagree with the system. We should not base our entire defensive methods on having penalty doubles, but instead on takeout doubles. We are catching them often enough anyway through passes of partner's takeout-X.

How can you give a partscore double problem at MPs without giving the vulnerability? In any case, I wouldn't like to double for penalty at my first opportunity with an undisclosed 6-card suit.

Agree with everybody, you should always give the vulnerability for such a problem, it's a clearcut double anyway, and the system is horrible (as usual!).
and the result can be plotted on a graph.

In reality RHO passed 2X and I was allowed to play 2 making +1. Opps could make 3.
