3N is the best bid (in my strong opinion). 3H has the problem that it does not show any values, so you will miss a lot of games by bidding 3H. It also has the problem that given that we have QJ9x of diamonds and bad hearts, it wouldn't be too surprising to be in 3H down with 3N cold.

Two trump tricks, nil vul, no guarantee on game (not even close to a guarantee, actually). I'll rack up a plus score. Pass.

Second choice 3N, as it at least has a good upshot. 3H sucks.
