GIB raises in competition

I've noticed GIB in general makes very bad decisions about raising in competition. Here is an example:

1D 1H 1S ?

GIB bid 2H with this.

I think it likes to walk the dog with hands like these. If the opponents show a fit in , it will then bid 4.
