GIB held this hand and responded 1♦ to my 1♣ opening bid. I rebid 1♥ and it now had the perfect bid of 2NT, but instead tortured me with 1♠, 4th suit forcing.

In the online convention cards, BBO Advanced 1.3 (2/1) shows that after 1♣-1♦-1♥, 1♠ is natural and forcing one round and 2♠ is artificial and forcing to game.

Does GIB not play these bids the same way?

The BBO Advanced convention card has nothing to do with GIB. It uses 1♠ as 4SF, unlike almost all 2/1 players that I've encountered. Why?

Maybe because 2♠ as fsf sucks. Takes up lots of bidding space when you need it the most (opener's hand is poorly described after the 1♥ rebid).
