GIB held this hand and responded 1 to my 1 opening bid. I rebid 1 and it now had the perfect bid of 2NT, but instead tortured me with 1, 4th suit forcing.

In the online convention cards, BBO Advanced 1.3 (2/1) shows that after 1-1-1, 1 is natural and forcing one round and 2 is artificial and forcing to game.

Does GIB not play these bids the same way?

The BBO Advanced convention card has nothing to do with GIB. It uses 1 as 4SF, unlike almost all 2/1 players that I've encountered. Why?

Maybe because 2 as fsf sucks. Takes up lots of bidding space when you need it the most (opener's hand is poorly described after the 1 rebid).
