3[DI] promises nothing?

I checked the meaning of 3♦ and it said 6+♣, twice rebiddable ♦ and... 12 - 22 total points. I guess it expected me to bid 3♦ on a preemptive hand too.

On a similar note, it also felt that

1♠ (2♣) Pass (Pass)
2♦

does not show extras. From what I understand of TP, I guess a 5-5 counts as more TP, right?
