Both overbid a bit, but if 5 hearts denies 1st round control of clubs or diamonds, then North cannot bid 6 spades. 99% to north in my mind, and I'm still thinking about the other percent.

I feel sorry for north, he doesn't have enough fingers to count up to 2, how does he play bridge?
sorry, just joking
North's hand is close so he should have hesitated then bid 5♠ so that south knows.
north has all the rights to think south overpassed 4NT to show its void, and in fact he did, is his hand good enough?, he cannot know how useless all his cards but ♠K are.
No blame to assign.

I see the problem.
South only has two places to play, whereas North has to deal with trying to describe a six-suit pattern.

"Gibberish in, gibberish out. A trial judge, three sets of lawyers, and now three appellate judges cannot agree on what this law means. And we ask police officers, prosecutors, defense lawyers, and citizens to enforce or abide by it? The legislature continues to write unreadable statutes. Gibberish should not be enforced as law."
