Is this an indictment of GIB's bidding, or GIB's assessment of how most of his partners cope with such auctions over 2NT?

I mean, how many people have left GIB in a cue bid?

GIB should be neither assessing his partners nor punishing new partners for prior partners' stupidity. :)

This has been fixed and will be active with the next release of GIB. Probably shortly after the NABCs are completed.
