Opening lead ♦A. Defense takes 5 tricks for -1. West thought that 2♣ showed both majors (an alertable agreement which they play over direct bidding and over maybe strong nt balancing), but their actual agreement in the balancing seat over weak/mini nt is 2♣ is natural and thus needs no alert and East took it as such. Do you adjust this hand, and if so, to what?

We are told there is no MI. The agreement was natural but West forgot.
West has UI from the lack of alert of 2C. Pass may be a logical alternative to 2S and I think Pass is a logical alternative to 3H, and 3H is suggested by the UI. Without UI, West has shown the majors (with good spades) and East has twice tried to play in clubs, bidding 3C when the opponents had doubled 2C, surely West must respect this and pass 3CX.

Good defence to 3C looks like CQ ducked, C7 to CA, 4xD (throwing H), Sx to SA, HQ, HA, HK ruffed C10 and discard S, SQ, and CK9 to East. EW 5 tricks. Adjust to 3CX-4, NS +800. Alternatively a weighted score involving 3CX-5, 3CX-4, 3CX-3.

Pass is indeed a logical alternative to passing 2♣x as it is clearly the correct call when partner has shown a long club suit and no interest in majors.

However, this infraction did not cause any damage as it turns out as 2♣x will clearly lead to a better score for the offenders than in 3♣x, the contract reached when the second infraction is rectified.

The second subject line is (ACBL) so we cannot assign weighted scores. I agree with Robin's analysis of the play. 5 tricks in 3♣x is is the worst result at all probable for EW and the most favourable result that was likely for NS.

So adjust to 3CX-4, NS +800 for both sides and explain the UI Laws to West.
