2NT unusual no way, you will have all those chubby 16 counts and now you will have to wait for 18 to be able to bid? (doubling on AQx and 10 more hcp is not very effective, you will face the same dillema later) 
and besides even though they "promise 10" they don't always have 10, at least not if they are using this bid cleverly. I am not implying they are mendacious but simply upgrading some normal looking 9 counts because they think it will work out better.

I should really remember to post the result when I post a problem.
I held this hand and passed at the table, and I didn't think it was clear. LHO raised to 3♠ passed back to me, and I passed again. I don't remember how 3♠ did (down 1 I'm guessing), but we were cold for 3NT -- partner had a 9 count or so.

Damned if you do, damned if you don't. That's what makes the intermediate preempts so effective. Mind you, it also makes their constructive bidding harder.

I play intermediate preempts, and it makes our constructive bidding easier, not harder. Now 1S-1N-2S is stronger (15-18, or playing stregth equivelent), and 1S-1N-3S is game forcing. It also means that there are no fake jump shifts, making that a bit easier as well.
Indeed, the tradeoff of intermediate bids is that you can't use weak bids to preempt at the 2 level - you either have to preempt at the 3 level, bite your tongue, or play multi if you're allowed.
