As to bidding versus passing, I would certainly bid over a 1♠ opening. In this sequence my opponents are weaker (opener has only the bottom end of a one-bid) and also more likely to have a fit (six-card suit more likely to find a fit than five-card suit). I'm one-level higher, but I'm NV so this only really costs me when they double and we don't have a fit and I go down multiple tricks. I'm not going to let their intermediate two talk me out of a game contract.
