Could definitely be 11, the invitational range ceases to exist at this point because your options are to bid 3D NF or to GF. You will GF your best invites, but most hands would just bid 3D.
I would say opener could bid 3D with a good 14 and some kind of diamond fit, like AQx xxx Axx Axxx would be an obvious 3N bid. A hand to bid 3N wouldn't have to be that good though, but would still need to be pretty exceptional.
That being said, 3D is not an invitational bid. It is very common when preempted that you have only choices between NF and GF, this is not any different. You could play 2N as good/bad here to solve this problem though it creates other problems.

to the 1C opening have been.
The answer to this will rule out either a game forcing one suiter
or a nf one suiter with ? to ? HCP.
I think for most 3D would be NF, but showing roughly inv. strength,
but be not surprised, if 3D is only based on as few as 8/9 HCP.
And as was already pointed out, you could play 2NT as good / bad.
