First one seems perfectly good for a regular splinter. The second one is very close to good enough to just get to keycard as fast as possible, but not quite, so I'll start 2NT.

1st: 4 playing standard ish, I have to kick off with 2N as the immediate splinter is void showing by my preferred methods.

2nd: by the methods I play, 3 is in the frame as a game force with 5+ good diamonds and 4 not horrible hearts.

I'd bid 2 with both. I prefer using 2NT with a balanced hand and splinter with a weaker hand.

I resolve close decisions in favor of supporting partner; they usually like that. Also if not playing 2/1, I might be not able to both raise and force later if I start with 2. So that is out.

And for me, a splinter shows slam interest. So I prefer 2NT on the first hand and 4 on the second.

2NT on both.

For me the first hand is a touch too strong for a splinter. We can still show shortages after 2NT.
That's impossible. No one can give more than one hundred percent. By definition that is the most anyone can give.

1 is close but I slightly prefer a forcing raise to 4.

2 is not close to a splinter and I like 2 a little better than 2N.

Immediate splinters are well defined, #1 makes it.

Delayed splinter on #2; get good 5xD needing DQ into auction.

1. Depending on the definition of a splinter. It fits mine, so I would use it.

2. 2 Diamond. Yes it is nice to support partner, but it is nice to show the source of tricks too. If my partnership is not well oiled, I would make things easier with 2 NT, but luckily I do not need to.
