In another post, almost everybody agreed that 4NT is quantitative.
If playing SAYC (not 2/1), What about:
1♠-2♦
2♥-4NT
Now:
- 3♥ is not forcing
- You can bid 3♣ (4th suit) but cannot set ♥ under game if partner rebids e.g 3NT.
=> is this enough reason to make 4NT RKC?
(Any link to a good set of rules for 4NT quantitative/RKC?)

I think these are enough reason to make 4nt is RKCB.
However I dont know anybody playing 3♥ as non forcing.
Obviously, if 3♥ is forcing 4nt is quantitative.

The really obvious reason to play 4NT as RCKB is that with the quantitative you should always explore a suit slam (maybe in clubs). You can still have fit no matter what you have

If you play 3 Heart as non forcing, you win on the board where pd declines the invitation and you make less then 9 tricks.
You lose on all hands where he passes and you make more tricks and on many slam going hands where RCKB is not the answer.
So few people play 3 ♥ as non forcing.
4 NT is surely and easily quantitative.
And for me (but this is not mainstream) it is the same after both sequences, as I have a forcing raise in both sequences by simply raising partner.

In both auctions, 4NT is RKC for the last bid suit ( since no suit agreement ).
Apparently I was one of the few in the other thread who thought so.
I also asked a question, which no one answered.... or cared to answer.
If 4NT is quantitative, what does Opener need to hold to accept in both of those auctions ? Conversely, what do you expect Responder have to hold to make a such a quantitative ask ?

When 4NT is quantitative, opener need to hold a king or so (or comparable playing strength) more than promised this far to accept. No clear rule though, you've got to evaluate your hand.

You also win if you make exactly nine tricks.
