The chat logs are a useful device that is often used to see, or send, data that a person has used, including whispers. Incoming BBO mail is included, but outgoing BBO mail is not. There is no record of anything mailed out. Can, or should, this be included in the chat log?

It definitely can and arguably it should, but it is not likely to happen in the Windows client (which for now is the only place that chatlogs exists).
The reason is that we are unlikely to make any "non-necessary" changes to the Windows client in the foreseeable future.
If and when the web-client supports chatlogs (probably a "when" as opposed to an "if", but hard for me to predict when that "when" might be), we will try to get things right.
